You gain the following benefits:

Upcast: When you cast a spell, that can be cast with a higher-level spell slot for more powerful effects, you can expend any one additional spell slot to increase the spell’s effective level by 1, to a maximum of level 9.

Downcast: When you cast a spell using a higher-level spell slot, you choose to recycle the excess magical energy instead of improving the spell. The spell is cast at its base level and you regain an expended level 1 spell slot.
